The short answer

Frame: Arcane Energize and Arcane Grace or Guardian, with Molt Augmented for casters. Guns: Primary Merciless and Secondary Merciless, both from Steel Path Acolytes. Melee: Melee Influence for crowds, Melee Duplicate for crit. Operator: Magus Lockdown. Twenty-one copies max an arcane; Vosfor buys the ones you cannot farm.

How arcane slots work

Every Warframe has two arcane slots. Two different arcanes, or the same one twice is not allowed.
Weapons need an adapter first: Primary and Secondary Arcane Adapters from Teshin's Steel Path Honors, the Melee Arcane Adapter from the Cavia, Netracells or the Market.
Arcanes rank 0 to 5 and a maxed one costs 21 copies in total; the rank 5 effect is the one every guide quotes.
Arcane Dissolution at Loid melts spare arcanes into Vosfor; Vosfor buys random arcanes from a chosen collection, which is how you finish a set you cannot farm.
Acolytes spawn in Steel Path missions and drop the Merciless, Deadhead and Dexterity families; the weekly Steel Path honor rotation also sells them.

Energize and Grace are still the default pair; Molt Augmented replaces one of them on any frame that kills a lot.

Tips that save runs

Rank the Merciless pair before anything else; they are cheap, common and the biggest weapon upgrade in the game.
Energize from a Hydrolyst is the long road. Vosfor from Eidolon collection dissolution is the short one.
Melee Influence wants an Electricity build; without Electricity procs it does nothing.
Frame arcanes stack with Archon Shards; Grace plus a Crimson shard is why tanks never die.
Do not unequip arcanes to swap; buy a second copy set for a second loadout once the first is maxed.

Mistakes that waste runs

Slotting Energize on a frame with no energy problem when Molt Augmented or Guardian would do more.
Buying an Arcane Adapter for a weapon you will Forma once and shelve.
Running Deadhead on a shotgun; it needs headshot kills.
Dissolving Legendary arcanes for Vosfor; sell or keep them.
