The short answer

Mask of the Revenant pays the Revenant blueprint. Buy the Mask of the Lost One from Nakak in Cetus (Quills rank Observer), wear it on the Operator with the hood closed, and find three energy blotches on the Plains at night; between them you must craft two Revenant components from Plains bounties, then beat the Revenant Specter at the last blotch. An Archwing Launcher turns the night hunts into minutes.

A New Threat Looms: Equip the Mask of the Lost One on your Operator, go to the Plains of Eidolon at night, and find the first energy blotch. Watch: The mask must be equipped on the Operator's hood, and the hood must be closed to see the energy blotches.
A New Threat Looms: Acquire one crafted Revenant Warframe component from Plains of Eidolon bounties. Watch: If you already have a crafted component or a pre-built Revenant, this step is skipped.
A Terror Long Forgotten: Return to the Plains of Eidolon at night and find the second energy blotch.
