The short answer

The New Strange is the Cephalon Simaris quest that ends with the Chroma blueprint. A Spy on Ceres, three Elite Arid Lancer Synthesis targets on Mars, a Mobile Defense on Europa, then two runs against a hostile Chroma where you scan, not kill. Bring Synthesis Scanners from Simaris before you start; Chroma’s parts come from the Jupiter, Uranus and Neptune junctions, not the quest.

Stage by stage

Missing Sentinels: Nuovo, Ceres: Rescue Simaris's Sentinels and extract data from a Grineer facility. Watch: The Spy mission has an implicit alarm and no visible timer; use a Cipher to hack the console quickly.
Paying with Synthesis: Mars: Synthesize three Elite Arid Lancers on Mars. Watch: You must equip Synthesis Scanners and scan 4 nodes on each target; only one target appears per mission.
Investigate the source of the transmission: Morax, Europa: Defend terminals in a Mobile Defense mission to extract information.
Revisit the Derelict: Alator, Mars: Scan a hostile Chroma Warframe at the Arcane Machine. Watch: Do not engage Chroma; scan it with Synthesis Scanners.
Defeat Chroma: Ose, Europa: Defend the Arcane Machine and scan Chroma five times. Watch: Chroma appears after 5 waves of defense; scan it while defending the machine.
