Scourge Prime needs 4 relics: Meso S11 for the Barrel (Rare slot), Lith R2 for the Blade (Common slot), Lith S14 for the Blueprint (Rare slot), Lith C9 for the Handle (Uncommon slot). None of them are in the drop tables right now, so the set is vaulted: open relics you already own, watch Prime Resurgence for Varzia’s Aya offer, or buy the parts for platinum.
