Harrow is a headshot-focused support caster: Condemn locks enemies down for crit shots and shield gating, Penance dumps that shield into squad-wide fire rate, reload speed and lifesteal, and Covenant with Thurible chains into a massive crit buff plus near-infinite energy. He's built for landing headshots with a crit weapon and carrying a squad through long Steel Path survival, not for solo burst damage.
