How to Beat Councilor Vay Hek in Warframe (2026): Hit the Weak Spots, Then the Terra Frame
MR 5 gate, tiny weak spots, a 35 percent cap per window, then a mech that takes any hit
Last Updated on September 30, 2026
The short answer
In drone form Vay Hek only takes damage on his head and backpack, and each opening lets you take at most 35 percent of his health. Land those, then finish the Terra Frame, which is vulnerable everywhere. Oro needs Mastery Rank 5, and the reward is a Hydroid part.

The fight, phase by phase
- Reach Mastery Rank 5, then start Oro. Vay Hek flies through the tileset as a propaganda drone.
- Ignore the armored parts. Shoot the head or backpack when the weak spots are exposed during his Propaganda Broadcast.
- Stop firing once you have taken 35 percent of his health. He goes invulnerable until the next opening.
- Follow him to the boss arena, a large area with a lagoon, tunnels, fans and steam vents. Keep hitting the drone form there.
- When the drone is beaten he climbs into the Terra Frame. Now every part of him takes damage.
- Keep moving and empty the Terra Frame's health.
What it drops
| Drop | Chance |
|---|---|
| Hydroid Neuroptics, Chassis, Systems blueprint (one per run) | 38.72% / 38.72% / 22.56% |
| Blood For Life | 37.94% |
| Cryo Rounds, Stretch, Molten Impact, Killing Blow | 4.42% each |
| Orokin Cell | 2.58% |
Tips that save runs
- The weak spots are small. An accurate weapon does more here than a wide one.
- The Terra Frame phase forgives everything: any weapon, any ability, the whole body counts.
- The arena has tunnels, fans and steam vents you can use as cover.
Mistakes that waste runs
- Spending ammo while the weak spots are closed. Wait for the opening.
- Trying to start Oro below Mastery Rank 5. The node stays locked.
