Uriel: The Old Peace quest reward. Finish The Old Peace for the main blueprint, then buy the three parts from Roathe with Maphica instead of farming the boss.

Neuroptics: Roathe's Oblivion boss on Infernium 21 (The Descendia), or Roathe in La Cathedrale for Maphica
Chassis: Roathe's Oblivion boss, or Roathe for Maphica
Systems: Roathe's Oblivion boss, or Roathe for Maphica
Build the parts in the Foundry (12 hours each), then the frame (72 hours), or rush with platinum. The finished frame is also on the Market for platinum.
