Sirius & Orion: Jade Shadows: Constellations quest reward. Finish Constellations for the main blueprint, then buy the parts from Hunhow with Talent rather than farming the Proxima drops.

Neuroptics: Scoria's Angel or The Kuva Wytch on Uranus Proxima (Railjack), or Hunhow at Pontis Tower for Talent
Chassis: Uranus Proxima (Railjack), or Hunhow for Talent

Build the parts in the Foundry (12 hours each), then the frame (72 hours), or rush with platinum. The finished frame is also on the Market for platinum.
